Why did Canada abstain? We (US) must have some sort of leverage over them on this issue?
I don't have any insight into this specific topic, but I suspect you're right. Harper probably didn't want to defy popular opinion in Canada so much as to vote against it, but wanted to show some support for his American masters and so abstained.
