That way the copper could sagely report back that, no, only the dirty homeless need worry.
People with property can still sleep in public, because they have money that businesses want.
so, for one thing, i never believe government claims that they'll only use some new power in the intended, "appropriate" way. just because they promise only to use this power against the dirty homeless, i don't believe that's how it will play out.
and then as a distinct matter, their notion about what is "appropriate" (to allow punishment of homeless people for being homeless) is typically despicable.
