I've always said that when I run for President, my campaign will center around mandatory sterilization at birth. Upon reaching an appropriate age (18? 21? 25? 40?) and demonstrating some amount of responsibility (high school education? steady employment? no major criminal record?), adults could apply to have their genitals reattached.
These people's application for reproductive ability would hopefully have been rejected.

that is MY plan for how to rule the country once i am dictator! you stole it! (you can ask people; i've mentioned it out loud before.) i advocate mandatory, government-sponsored vasectomies and tubal ligations (they're reversible these days), and once people have attained a college education (or equivalent; i have no problem with trade school, but even hair dressers should get a business degree) and passed certain parenting classes that have yet to be designed, the Holly Regime will pay for un-vasectomies and un-tubals. you're a year older than i am, so you could run a year earlier than i could, but if you do and you use this idea, you have to at least give me some credit. or make me surgeon general or head of HHS. otherwise, once i become dictator, i'll appoint you procreation advisor or something.
